With events like the recent protests in Hong Kong, Technologies that do not relay on the Internet and the underlying infrastructure have come to the forefront.  These technologies may have a use in emergency communications for near range digital communications.

The first is GoTenna. GoTenna is a bluetooth / USB teatherable 2 watt transceiver that pairs with your smartphone and integrates with an application to provide peer to peer chat, mapping & location messages.  Quoted ranges is .5 – 1 miles in a city setting, up to 4-6 miles depending on terrain.

The second is FireChat, which utilizes the builtin Wi-Fi Direct and bluetooth RF to build a peer to peer mesh network to facilitate chat via the application when no internet connection is present.
